Immerse yourself in the world of Ancient China and build your dream cities on one of the hand-crafted maps. It will sit where stunning nature and fantastical setting mix with urban planning. Watch the season change as your settlement grows from a few buildings with peasants to a bustling city worthy of the Emperor's visit.

After your appointment as the Governor of this land, people’s lives are in your hands. You must fulfill the Emperor’s wish and bring prosperity to the city. Making decisions is no funny business; as there are more people, your citizens' needs grow bigger. As the governor, you must deliver their requests or face unhappy residents.


Create efficient production chains and provide for your city. The infrastructure prepared for your city will run everything smoothly. Seek out perfect spots to extract natural resources and place your food production on the ideal plot of land. If you succeed in planning everything out, even the most catastrophic weather conditions and harshest winters won’t be able to destroy your city.


The Emperor's blessing allows you to join the trade routes and cooperate with other settlements for resources and materials. You can send out caravans and trade with friendly cities around you.


Worshiping the right gods is always a tricky business, so building positive relationships with all of them may benefit your citizens. Gods' blessings and miracles are powerful gifts that will help your cities grow bigger.
Unfortunately, the supernatural has a darker side, demons bring sorrow and fear into the hearts of your citizens.

Card System
The brand-new Card System is being introduced to Celestial Empire.
Cards are generated over time in the Academy. Several factors can increase the generation speed, including nearby Libraries and Debate Rooms, higher Merit levels, and optional resource consumption. Players can accelerate the process by supplying resources such as Red Ink, Paper, and Paintings.

Once ready, the Academy produces a card pack that can be opened by the player. Each pack offers a choice between two different cards, allowing for more strategic decisions and city specialization.

Cards are divided into multiple rarity tiers: Common, Rare, Epic, and Legendary.

Each card type is designed for a specific category of buildings. Buildings now feature dedicated card slots where cards can be equipped to provide powerful bonuses. Additional slots can sometimes be unlocked using Manuscripts.

A new city progression system called Merit is being introduced to Celestial Empire.

Merit represents the growth and prestige of your settlement as it develops into a thriving civilization. As your population reaches new milestones, your settlement advances through multiple city ranks, each granting additional Merit.
City progression stages include:
Settlement, Village, Town, Small City, City, Regional Capital, and Capital.
Merit can be earned in several ways:
Reaching new city tiers
Constructing Monuments
Building the Celestial Tower and adding new floors to it
Constructing Great Decorations
Each civilization tier unlocks a new Great Decoration. If enough citizens live within its influence range, additional Merit is awarded.

New mechanic: Academies

This mechanic introduces a new resource: Manuscripts.
You will be able to obtain them thanks to a new building: the Academy.

The building has three levels:
Academy
Regional Academy
Imperial Academy
Scholars are employed to produce Manuscripts. On the first level: 500, on the second: 750, on the third: 1000 plus 200 Elites. With each level, the Manuscript creation speed increases. At base, on the highest level the Academy can produce 4 Manuscripts per minute.
Production speed increases if the Academy is within range of:
Library (max +3 Manuscripts per minute)

Important information!!!
Due to the above balance changes, loading a save immediately after the update may cause the income balance in your game to change noticeably. Some building ranges have changed, so the number of available slots in houses may change (e.g., no connection to baths), which may result in homelessness.

New building: “Chicken Coop” – introduces a new production mechanic. Place the building so that it is adjacent to a “Duck Farm”. It can be adjacent to more than one building – then its productivity is the sum of all neighboring “Duck Farm” buildings.
A new way of using some “Miracles” purchased in the Divine Shop. You now throw a potion at a target location in the city (e.g., onto burning buildings to extinguish them).

Garden Expansion
The main building can be upgraded by adding extensions. There are over a dozen types available, which can be obtained:
through trade,
via events,
by finding blueprints on the map.
Extensions increase the capacity and the income generated by Gardens. Each extension has a rarity that affects its stats.

In this update, we adjusted the balance of city income and expenses.
After loading an older save, taxes for individual social groups may be set differently than before.
We also removed the ability to trade certain resources — mainly advanced ones available at higher city development levels.
