About the Game
States of Power is a Grand Strategy Wargame where you command your nation's armies, economy, and diplomacy. Easy to start, but hard to master - no hours of tutorials just to start playing, and a full match fits in one session. The game is designed for smooth singleplayer and multiplayer gameplay with deep customisation. Control a World War II era nation of your choice - or create an entirely new setting with the built-in Scenario Editor and share it with others.
COMMAND THE WAR MACHINE
Command every division directly. Build an army tailored to your strategy - infantry, tanks, artillery, fighter planes, and more. Each unit excels against some and falters against others. Adapt to shifting frontlines and avoid overstretching your supply lines.
EASY TO START, HARD TO MASTER
You don't need to watch hours of tutorials or read a wiki just to play your first game. States of Power is built to get you onto the map and making meaningful decisions within minutes, while still rewarding the mastery, planning, and bold gambles that strategy veterans crave.
CREATE YOUR OWN WORLD - AND SHARE IT
With the built-in Scenario Editor, you can easily create custom countries, redraw borders, design entire scenarios, and script your own events - alternate histories, what-if conflicts, fantasy worlds and anything you can imagine. No external tools, no modding headaches.
When your creation is ready, publish it to the Scenario Browser for the whole community to download, rate, and play.
BUILD YOUR NATION
Develop your provinces with factories, research labs, ports, and infrastructure. Balance your economy - construction, goods, military supplies, and manpower, take loans, trade on the world market, and push your industry to its limits. Climb a technology tree from early-war infantry weapons all the way to the atomic bomb. Choose your nation's ideology - Democratic, Authoritarian, Communist, or Fascist and reshape your country through reform or civil war.
COMPETE IN RUTHLESS DIPLOMACY
Form alliances for survival or manipulate others before betraying them. Guarantee independence, sign non-aggression pacts, send “volunteers” to foreign wars, or quietly prepare for war. Multiplayer diplomacy is fast and brutal - with global and private messaging built in, your words are weapons too.

Steam Patch Notes
Official update history
New
- Number keys 1 to 6 open and close the build menu tabs - units, buildings, economy, mobilisation, ideology and nations. Pressing the same key again closes the menu.
- Every build menu hotkey is rebindable in the settings.
- The cinematic camera controls are rebindable too. They keep their numpad defaults: 1 and 2 set the start and end points, 3 plays the move, 7 and 9 change its speed.
Fixes
- Armies no longer route land units across water. Automated moves keep to land, so troops under army control are never sent into open sea where warships can catch them. Moves you order yourself are unchanged.
- Formables were sometimes not allowed to form. Changing your ideology now updates the nations list right away, so a formable you have just become eligible for is available immediately.
- An AI weight of 0 on a story event choice now means the AI never picks it, instead of quietly being treated as the default weight.
- Saving an event in the scenario editor no longer closes it, so you can keep editing after each change.
- Fixed delete event effect trash button not working in the Scenario Editor.
New
- Country locking - any multiplayer game can lock players to the country they picked, not just official servers. Host option, on by default. Leaving holds your country for a few minutes; losing it for good means a 10 minute wait, with spectating open meanwhile.
- Hosting a game now defaults to public.
- Scenario long descriptions raised to 500 characters.
Balance
- Offering peace in a war that just started adds devastation, fading away over the first half year of the war.
- Non-core provinces contribute 10% of their recruitable population instead of 5%, and the top three mobilisation steps gather manpower faster.
- Speeds 4 and 5 are slower in every multiplayer game, not just official servers.
Fixes
- Sending volunteers to allies is now possible.
- Lifting an embargo now reaches puppets on both sides, and forming an alliance lifts the embargo between the two countries.
- Chat no longer swallows clicks on the army assignment buttons, and clicking the chat bar focuses it.
- Picking spectate in a running game moves you into it instead of leaving you on the selection screen.
- A country held for the player who took it after you can no longer be pulled back from them.
New
Host migration - if a player-hosted game's host drops, another player takes over hosting and the game keeps running instead of ending.
Province transfers - hand your provinces over to another country from the diplomacy menu, picking them off the map. AI also returns occupied ally cores now.
Diplomacy map mode - the map is colored by the selected country's relations.
Scenario search - search published scenarios by name in the browser.
African Union - new formable on both scenarios.
Ctrl + click builds 5 building levels at once, and saves show their game version.
Balance
Official server games now run 12 in-game years instead of 10.
More conquests are needed to reach max aggressiveness, and allies react less to your expansion.
Each existing alliance adds -3 points instead of -2 against joining another, so giant blocks are harder to form.
AI Naval invasions wait for morale before retrying, making landings far more successful.
Alliances from scenario events get a relations boost, so they no longer break months later.
Fixes
Fixed a desync from an undefined property sent over the network.
Fixed disengaged units regaining morale while still fighting another battle.
Custom puppets get core provinces, and the AI no longer builds only planes when low on manpower.
Fixed Ctrl and Shift getting stuck held after alt-tabbing.
Fixed the host not seeing the country selection countdown, and scenario update icons not showing up when player made scenarios get updated.
Fixed a few broken provinces and a wrong province name on the world map.
Scenario editor: country limit raised to 3000 so the every province is a country map could be uploaded, text matches the in-game font, long event choice titles no longer overflow in translations.
New
- New languages - Japanese and Brazilian Portuguese are now fully playable, and the Steam store page is available in Japanese, Brazilian Portuguese, German, Chinese (Simplified), French and Turkish.
- Country reservation on official servers - your country is now held for you when you disconnect. Reconnect within 2 minutes and you are put straight back into it, and nobody else can take it in the meantime. It also prevents you from taking any other country, to fix malicious country changing.
- Non-aggression pacts in the scenario editor - pacts can now be set up in the diplomacy relations panel alongside wars, alliances, guarantees and the rest.
- Deleting scenarios - scenarios can now be removed straight from the scenario details screen.
- War justification warnings - you are now told when another country finishes a war justification against you, not just when you finish one yourself.
Balance
- Base country money income increased from 1.5 to 2.0.
Fixes
- Improved multiplayer stability and fixed several causes of desyncs.
- Fixed released puppet countries clashing with the nation they were formed from.
- Dynamic speed on official servers - official servers now run faster while nothing important is happening, and automatically slow back down once real players go to war. A chat message tells you whenever the speed changes.
- Chat improvements - filtered to show only real players, player names shown next to countries, better search, and the country list updates right away after an ideology change.
Fixes
- Fixed several crashes: chat, civil wars in countries with 0 cores, invalid country colors.
- Fixed an infinite money printing exploit while paused.
- Units now change their flags after an ideology change, and carrier fighters no longer split off from their carriers when a civil war starts.
- Fixed the scenario browser sorting dropdown being hidden behind other UI, plus more stable multiplayer connections.
